After California's passage of their so-called "assault weapons" ban in 1989, registration of rifles grandfathered in was required. Those firearms could not be sold again to anyone in the state of California. NFA regulated firearms are registered with the federal government (full auto weapons, destructive devices, suppressors, etc.). Those can only be sold by a licenced Class III dealer, and cannot be sold by an individual directly to another individual.
