This will depend on what type of riding you are doing and if you are able to list it as physical therapy. Hippotherapy (horses used for therapeutic reasons.) is legal , but insurance companies may not know about it, or may require you to go to a licensed facility for it to count as 'good' and not illegal. If you are disabled and riding a horse over jumps or another activity that would be labeled as being a higher risk, you could get in trouble.
It all depends on the State and where you are riding it. Here in FLorida it is illegal if your on the street, you can be arrested for DUI just like in a car.

If you mean riding a horse: DON'T DO IT!!!!! If you wear an ipod while riding, you could not hear noises of things that could spook your horse, or comments from your instructor. You could be severely injured. You would put yourself, the horse, and the people around you at risk. Save your ipod for working out or riding in a car(not driving).
A horse with a rider on should not have an issue with any neignboring horse if trained correctly. This would be a bigger problem if paddocks are shared, but while riding the horse is to be compliant with the rider.Regular riding of your horse with you in strict control should build this bond.
