if you brush your rottweiler around 2-3 times a week the fur should stay down, they do not shed very much but if you are concerned about Asthma, brushing will probably be the best thing to do.

actually they are hypoallergenic which is good for people with dog allergies/asthma. I know from personal experience. My brother and mom have severe asthma and we used to have two corgis and they were fine with them.
westies do shed hair i don't care what anybody says they do and if thinking of buying a dog good for asthma I can only suggest a poodle as they loose no hair.
The poodle breed are wonderful for people with asthma because they are hypoallergenic, no shedding at all and they do not have any odor except maybe after they have been running in the back yard but it goes away soon and he smells good again.
although the shih tzu breed normally sheds less than another dog breed, it still looses hair, I would avoid any animal if you have severe asthma condition.
