Absolutely not... It is still a very socially stigmatized and condemned practice to be engaged in homosexual practices in Albania... This is not a biased or personal view of mine. It is a fact. If you are looking to get a same-sex marriage certificate from a foreign country, Albania is not the place. You may even be deported or blacklisted from ever returning to the county if any Immigration official learns of your endeavor to either engage in homosexual activity, or to marry a same sex partner.

Article 338 of the Penal Code (Ordinance 66-156 of June 8, 1966) provides:
"Anyone guilty of a homosexual act is punishable with imprisonment of between 2 months and 2 years, and with a fine of 500 to 2,000 Algerian Dinars. If one of the participants is below 18 years old, the punishment for the older person can be raised to 3 years imprisonment and a fine of 10,000 Dinars."
