Yes but people found the initial loop hole. Everyone now says "I need tickets" which is code word for I have tickets. Little sneaky way of not attracting cop attention but still getting the job done.
At our stadium they allow scalpers to sell tickets outside of the gates but they can not sell them more than face value. If they are caught high capping then that�s when trouble reigns down. Scalping laws depend on the state though� some have anti laws and some embrace the free market.
Everyone online "scalps" because they sell their tickets for way more than face value. Since the internet is borderless, it's hard to decipher what laws apply where so everyone gets away with it. Kind of like downloading music� it's illegal but everyone does it.
