Science is merely a method of studying various parts of the universe. Making practical application of scientific knowledge is done by developing technology. People decide how to apply technology to any specific situation.
So, if there is to be blame asigned for the use of atomic bombs to end World War 2, and some would say blame is inappropriate, it should be applied to people and groups of people. Blaming "science" for anything is like blaming reading for the spread of a rumor.
