Shampoo is soap which would make it basic. Dove is formulated to be as pH neutral as possible. The pH is roughly 7.5. This is why is burns your eyes which is slightly basic too.The best thing to get shampoo out of your eyes is to neutralize it with normal water (slightly acidic) with a little bit of vinegar which is acidic as well. This should help!

pH levels are the ratings of acidity or basicity. Water is a seven on the pH scale, which is neutral. Anything below a seven is acidic, like tomatoes, which are mildly acidic. Anything above seven is basic, like ammonia. Bases and acids have the same effect, in too extreme of a level they will burn your skin. However, milder acids and bases can still burn if you have a cut. So pH in shampoo is telling how acidic or basic shampoo is.
It doesn't particularly have to be either. The actual surfactants in shampoo are generally the salts of a weak acid and a strong base, so they're somewhat basic. Manufacturers can adjust the final pH to pretty much whatever they want by adding buffers.
It depends on which shampoo. Different shampoos are designed to have a specific acidity so they don't damage the user's hair. Some shampoos are probably bases, but not all of them are. Shampoos pH vary by brand but normally are around 5-6. Which is slightly acidic but almost neutral.
