Only from Mile Marker 16 and south, to the Cape May-Lewes ferry. Anything north of that is restricted to commercial vehicles, and it's quite a hefty fine if you violate this.

I don't believe so. The only ferry I'm aware of goes from Cape May, NJ to Lewes, DE.
North Carolina, Virginia, Maryland, Delaware. Then take the ferry over from Lewis Delaware to Cape May, New Jersey.
