Spelt flour is soluble in water. However, it must be completely diluted as it does contain some gluten and it will thicken as a result.

These protein molecules will just for a suspension and not disolve. The other part of the flour of course is the Bran. Depending on the quality of the four there can be differing levels and particle sizes of bran, but all flour will have some. Bran is not soluble in water and this will also form a suspension.
