Sugar is not a plant and so not a vegetable.

Sugar cane, from shich sugar can be extracted, is a tall perennial grass of the genus saccharum, neither vegatable nor fruit .

Sugar beet, from which sugar is also extracted, is a root vegetable.

Corn or maize, also a plant from which sugar is extracted in the form of corn syrup, is the seed of a grass but is considered to be a vegetable for culinary purposes.

No, sugar is a saccharide (simple carbohydrate) and comes from sugar cane and sugar beets. The Aztec sweet herb (Phyla dulcis) is 1000 times sweeter than sugar.
