there are two screws on the inside of the taillight and then you have to slide it out from two brackets, if you can't get the brackets out you may have to pop out the plastic tabs.
open the hatch there should be one screw in a plastic plate then take it off and two screws in the taillight itself take them out and then slide the outside (left side if on the driver side) away from the car then when it comes out slide the whole taillight the the left
Tail lamps (taillight and brake in one lens)usually are double filament (two bulbs in one) and I surmise that one of the filaments are out. Check the bulb! Y-THINK-Y There is a grounding problem. Check the taillight ground or the wire or connection to the bulb socket.

Take the two screws out.
Buy a new one.
This is an easy one. Remove the two screws that hold the taillight to the body. They are located just inside the tailgate. The taillight has two tabs the fit into slots opposite the screws, so you'll need to swing the assembly as if you're opening it like a door. The brake light is the top bulb on the back of the taillight. This is assuming that you weren't referring to the "3rd eye" brake light, which I haven't done.
