Tail lamps (taillight and brake in one lens)usually are double filament (two bulbs in one) and I surmise that one of the filaments are out. Check the bulb! Y-THINK-Y There is a grounding problem. Check the taillight ground or the wire or connection to the bulb socket.

What would happen is, the Driving Tester would check your vehicle, registration, insurance, state inspection, and etc. I'm pretty sure that if you have a broken tail light, i.e. the tail light won't light up when you brake, you wouldn't be able to even take the test. One for the tail light and one for the brake light. The brake light part is still connected but the one for the tail light is broken. All of this is inside the bulb. Happens all the time. Just need to replace the tail light bulb.
