yeah, the law was passed like, last year or something? It was only passed in certain states though
ADDED: It's illegal throughout the nation in a good many countries, including here in Britain, certainly for hand-held phones. "Hands-free" sets are supposedly allowed in UK vehicles, but it's a grey area and you could still be held to be not in full control of the vehicle. I switch mine right off!
