Yes, it's not completely a part of Testing but yes the testing team even needs to put thier efforts to make it successfull. The data base upgradation is mostly an DBA activity. where the DBA's do migrate or create a similary kind of structure as in old DB. The Development team checks for the db objects and Testing team needs to do Sanity and round of testing which will make sure the performance and functionality not diffrerred w.r.t. older version. In DB migration mostly the testing team needs to do latancy and performance testing. The testing people have to dump the large amount of data to ensure the compatibility of DB without compromising with the performance of it. In addition to the aove activity the testers also needs to do concurrent users load testing w.r.t. to data on new data base.
