I hope not.
The intent in hunting is to kill quickly to minimize any unnecessary pain & suffering to the animal being hunted. Certainly a .22 LR can kill a large animal with the proper shot placement, but this is difficult to achieve, and it would very likely require several shots with the .22LR to kill the animal. It would be considered cruel to dispatch an animal in this fashion, so most states/provinces wouldn't allow it.
A "sniper rifle" is simply a rifle employed for that purpose. So long as the "sniper rifle" meets the criteria and restrictions for hunting firearms in the state you're hunting in, you can use it.

You will have to define the term "Sniper rifle". It could mean anything. The only TRUE sniper rifle is a rifle issued to a sniper. They are simply rifles that are capable of long range accurate shooting. The rifles used by US military snipers during the Vietnam was were simply civilian hunting rifles with decent telescopes.
The correct term is cartridge- which is the cartridge case, primer, powder, and bullet. A sniper rifle is simply an accurate, long range rifle that is used by a sniper. It may look exactly like my long range hunting rifle- since most military sniper rifles BEGAN as a civilian hunting weapon.

Hunting rifles tend to be lighter, have more slender barrels, and sights that are useful for hunting. I have one target rifle that weighs 12 pounds, and has a 24 power scope. It is an excellent long range rifle when fired from a benchrest. I would not want to carry it any great distance, nor fire it standing offhand. The scope would have such a small field of view, it would be very difficult to FIND a moving animal in it.
