Presuming you're asking about household type wiring, anything not white or green is "hot". House power is Alternating Current (AC), which means that it turns around and goes the other way 60 times a second. So it's positive, but then it's negative, then it's positive again.
Since you phrased the question the way you did, perhaps you should pay someone who's trained not to electrocute themselves to do whatever is required. Good question though!
