In today's FBI Terrorist Watch List, individuals are singled out, but not publicly. They do not need to appear before any US government body to prove their innocence. They are not accused of anything but are deemed higher risk individuals.
Your point, however, about the similarities between these beliefs (communists vs terrorists) within the US government is appropriate. Neither needed/need much basis for being suspected, and some type of profiling seems to be used then and now. Fear drives both, seemingly.
