Yes apart from the very top which contains a restaurant, private dining rooms and a bar with 360 degree views across the city. Swiss Re occupy most of the lower floors. Various other businesses occupy the rest. A serviced office company called Abbey Business Centres rent office space in the Gherkin if you are looking.
