No. As a fighter, it is not agile enough and doesn't carry many weapons. However, it was not really designed as a fighter, but rather as a high-speed interceptor to shoot down bombers at high altitude, and it does this very well, as it is very fast and has a powerful radar.

Can the mig-31 keep up with the f-22?
Mig-31 is faster then the f-22. The f-22 is not the fastest plane, its mach 2.25 compared to mach 3.1 of the mig-31. The f-22 is just expensive. I don't personaly like this plane. I like PAK FA, or SU-35BM way better because of maneavarability and speed, heavy weapon load and modern electronics.
