Ramadan is celebrated according to the Lunar Islamic Calendar and not according to Solar Calendar. Accordingly, Ramadan is celebrated in different day and/or month on the solar calendar.

Answer:

Muslims and Jews use a lunar calendar for their religious holidays and observances. While the Jews modify the cycle so that certain holidays remain at the same time every year (like Hanukkah is always in the winter) we Muslims do not.

Since the lunar year is shorter than the solar year, every event we commemorate comes earlier each year by about eleven days. So Ramadan and the Pilgrimage to Mecca, as two examples, shift backwards each year. They go around the calendar. It takes about thirty-six years for these events to come back around to roughly the same time.

This is by the wisdom of God. A Muslim will experience fasting in the short winter days, as well as the long, hot summer days.
