Manga is a term used to describe japan made comics, so technically, no. But you CAN publish manga styled Comic Books in america.
Sukisho! started as a series of PC dating sim video games that were later turned into PlayStation video games, with the primary difference being the addition of a fully voiced audio track. Neither of these sets of games have been translated or licensed for English language distribution. It was later turned into a single volume sidestory manga, which has been scanslated but never licensed. The anime series has been both fansubbed and licensed for English language distribution with subtitles, but not dubbed.

I don't believe there is. And if there is a comic, it's not likely manga. (Manga are comics developed in Japan. South park was developed in America.)
