The Texas State Capitol is 326.6 feet tall making it almost 15 feet higher than the U.S. Capitol building. It is however not the only state Capitol to exceed the height of the federal capitol building. I have found some research which indicates the actual dome rises 311 feet while the Goddess of Liberty rises for 15.6 feet but have not been able to verify those numbers. "An extraordinary edifice by any measure, the 1888 Texas Capitol is the largest in gross square footage of all state capitols and is second in total size only to the National Capitol in Washington, DC. Like several other state capitols, the 1888 Texas Capitol surpasses the National Capitol in height, rising almost 15 feet above its Washington counterpart."
The actual monument is taller than the actual Capitol, but the Capitol is on top of Capitol Hill. Therefore, the US capital is higher in the air than the Washington Monument. No buildings in DC are allowed to be higher than the Capitol on top of Capitol Hill.
