From about 1870 until the Lateran Treaty was signed in 1929 Vatican City was, for all intents and purposes, a part of Italy. The Pope was allowed a degree of autonomy and Italy did not interfere with the papacy. In 1929 Benito Mussolini and Pope Pius XI signed the Lateran Treaty that created Vatican City as an independent city-state.

However, in the mid 19th century the king of Italy went to war against the Vatican to reunify Italy and easily conquered the Papal States. The pope was pretty much confined to a small area of Rome that eventually became the Vatican. He was basically a prisoner of the Italian government. In 1929 the Lateran Treaty was signed between Pope Pius XI and Mussolini. The treaty gave the Vatican to the Catholic Church and it became an independent city-state - a country.
