Did you load it with .22L (Long) or .22 LR (Long Rifle)? As long as the bolt opens rearward or can be removed, you should be able to safely remove the cartridge by gently running a cleaning rod down the barrel to push it out the breach. If the bolt will not open at all now, do not try to force it...take it to a gun shop/gun smith.
Can't be answered without knowing who made it and the serial number. don't refinish it.

In most cases, no. The .22 Extra Long is an obsolete cartridge that has not been manufactured in many years. The .22 Winchester Magnum Rimfire IS currently manufactured, but does not interchange with .22 LR. Despite the similar names, they are different diameters.
