Yes, it is available in PCI Express x16.
The Radeo HD 2400 Pro will be great for games that aren't too graphics intensive.
The VisionTek Radeon HD 2400 PRO is decent for gaming and hdtv. There are definitely better cards out there, but if you don't mind playing newer games at medium or lower settings. It would work fine for hdtv but would recommend getting a more powerful card.
This product does not have a tv tuner. The All-in-Wonder series of cards from ATI do come with TV tuners, however.
The HD 2400 does not come with a tv tuner, though the All-in-Wonder HD series does. For multiple tuners, you're best off with a card seperate for that purpose, as most come with two tuners standard and can remain in your system long after you've upgraded your graphics card.

Any of the dual-headed Radeon 2400-2600 cards should work fine. Size the OS with what you want the machine to do, a sever is what it is, not a gaming machine.
On medium-high graphics at max resolution. Yes it will. You will get some lag as it is a very, very, very, very, very big game.
