The specific heat of a substance is a physical property since it has to do with heating (or equivalently, cooling) of a substance which is generally a physical process and does not permanently change the substance. In the cases where heating (or cooling) does change the substance, for example, heating a compound may cause it to decompose, the specific heat at those temperature ranges is not defined.
