You get it after beating Chuck at Cianwood Isle. His wife is right outside the gym and she will give it to you. Therefore I always bring along a Pokemon that can learn Fly when I go to Cianwood Isle over the sea so I don't have to surf back as well :P
there is no league all you have to do is vs red at mt silver peak but he has Pokemon over lvl 80
