Not necessarily. The atomic number is the same amount as the protons found in a certain element. remember that the number of protons are equal to the number of electrons as well.

EX - Calcium's atomic number is 20 so therefore there are 20 protons and 20 electrons in the element.

The atomic number also helps you find any valence electrons

EX- oxygen's atomic number is 8 so you have 2 electrons filling the 1st orbital and 6 filling the 2 orbital. but the 2nd orbital is supposed to have 8 electron so there are 6 valence electrons.
