no it cant the reason is wii is stronger and sega dreamcast is from sega and wii is for nintendo. gamecube games could be played on wii but never dreamcast.
no because Sega joined Nintendo after Sega released their last attempt to stay in the game business when they made the Sega dream cast in 1999 + if you have a Wii go to the Wii shop channel and click on virtual consoles and then click on systems and scroll down and you will see Sega
