Did you qualify for and file a 2007 1040 federal income tax return for the tax year 2007 in the year 2008 and receive the economic stimulus payment in the year 2008 IF you qualified for it???? If you were qualified for and did NOT file the 2007 1040 income tax return you have until April 18, 2011 to file the 2007 1040 income tax return before the economic stimulus payment will no longer be available to you. Anyone making less than $3,000.00 in 2007 is not eligible for a stimulus check. Also, the economic stimulus law allows Social Security recipients and recipients of certain veterans' benefits and Railroad Retirement benefits to count those benefits towards the qualifying income requirement of $3,000. Supplemental Security Income (SSI) does not count as qualifying income for the stimulus payment.

There is no scenario under which you would get a refund, nor do you qualify for the Economic Stimulus Payment -- unless you are receiving Social Security payments. If you are receiving Social Security payments, you should file solely to get the Economic Stimulus payment. Use Form 1040-A and show the payments as pension income. You do not need to put any other numbers on the form.
