"The winds of a hurricane swirl around a calm central zone called the eye surrounded by a band of tall, dark clouds called the eyewall. The eye is usually 10 to 40 miles (16 to 64 kilometers) in diameter and is free of rain and large clouds. In the eyewall, large changes in pressure create the hurricane's strongest winds. These winds can reach nearly 200 miles (320 kilometers) per hour. Damaging winds may extend 250 miles (400 kilometers) from the eye."

No. In fact, the Eye is the calmest part of a hurricane. The Eye Wall has the strongest winds of a hurricane. In Oceanography, just two days ago, I was watching a video about a man who was in they Eye of a hurricane. He said he was behind a wall when the wind and debris was blowing from behind him, but then it got calm, and then the winds blew the oppose direction, at him, where the hurricane passed over him.

Source: Was just lectured about this in Oceanography two days ago.

Is the strongest part of a hurricane the eye?

No, the strongest part of a hurricane is the eye wall. The eye wall is the barrier surrounding the eye and the rest of the hurricanes. There are more fast moving winds in that area. However, th eye, the center of the hurricane, is the calmest part of the hurricane because air is pushed up and out of it, causing no fast moving air in the center.
