depends what country your in so i cant name shops but ur local game shop should sell the shivering isles and the knights of the nine as an expansion pack separately on disc. for around 20quid/dollars

I don't understand the question. Oblivion Game of the Year edition came with Knights of the Nine and Shivering Isles. and the only way so far that is tried and true to activate it is to have xbox live and get the update for it
You must either buy it from the live marketplace or buy the game of the year edition which includes Shivering Isles and Knights of the nine
