Yes, you get there by climbing the building to the right of the "Grease Monkey" shop. This requires the grappling bowtie. At the top, you can access the "rooftops", then grapple left. (The tower building is guarded, so the Chameleon Suit is suggested.) Lasers prevent you from going straight up. After dodging the guard, grapple farther left to the reddish building. From the top of that building, you can grapple right to the greenhouse tower.
