Yes, the hood hinges bolt to the hood and then go down and bolt underneath of the cowl that runs across the front of the engine compartment.
Drivers side fender well by the hood hinge
Raise the hood and support it in the center with a stick between the lock and radiator support. The opposite hinge will keep the hood up, for the most part. Have a folded towel or blanket to protect the fender and windshield from the rear corner of the hood. Remove the 2 nuts holding the hood to the hinge. Lift the hood corner to free the studs from the hinge, keeping control of the hood to rest it on the blanket. Now you can remove the 3 bolts holding the hinge to the body. Two bolts on the top of the hinge are accessible from the outside; the third, bottom bolt is accessed from the engine compartment. Reverse procedure to install the new hinge.

I just bought a `96 and it had the same problem. I fixed it. Close the hood until it is almost latched. Observe whether one side of the hood is closer to a fender than the other side. If one side of the hood is closer to a fender, then the hood will also be closer at the back edge (near the firewall) than the opposite back edge. You need to adjust the hood forward at that hinge. If there is still putty around hinge/hood mating surfaces, chisel it off with a small screwdriver. Loosen the two 10mm hinge bolts slightly (about 1/8 inch). Break the hood loose from the hinge by prying. This will allow you to reposition that side of the hood. Move the hood upward/forward at that hinge (about 1/16 inch) and tighten one of the bolts. Close the hood and see if the back corners are about an equal distance from the firewall. Equalize the left and right back edges of the hood fairly closely. Oil the latch mechanism. I had to also adjust the latch itself, so that the hood closed tighter. To adjust the latch, you loosen the three 12mm bolts. Good Luck !

Open hood and remove all the bolts on the seam (including the prop rod). One bolt will be in the space between the grille and the bumper. Remove the bolt holding the hood hinge. Put a flat screw driver or flat chisel between the two pieces of metal held together with a rivet and gently pry (there are two, and they are located between the door and fender). You do not neeed to remove the fender liner.
