Yes it is.
Remove the intake manifold and take it to a welding shop that works with aluminum. Let them determine if it can be saved or not.

It is bolted to the back of the aluminum intake that is connected to the block. Its location is behind the plenum.

Yes and and you are supposed to change the bolts holding the intake manifold also, so you do not strip the treads putting the bolts back on...old bolts are aluminum and wear easily need to throw away
