Here is what Paul says in Romans 1:18-20
The wrath of God is being revealed from heaven against all the godlessness and wickedness of men who suppress the truth by their wickedness, since what may be known about God is plain to them, because God has made it plain to them. For since the creation of the world God's invisible qualities-his eternal power and divine nature-have been clearly seen, being understood from what has been made, so that men are without excuse.
Paul says that God has revealed his eternal power and divine nature through the created universe, so that by examining the universe and its order, power, and beauty we can come to an understanding of God's existence. However, Paul says nothing about God's love and forgiveness as shown in Jesus Christ. That is, and here is the qualification, to fully know the mystery of God we must add to the natural revelation (or knowledge) the special knowledge that comes through Jesus. Note that this qualification says that all humanity can know something true about God, but that the full truth is known only to those who are Christians.
It's a mystery because there are many variations of the story of the hookermans light.
