Must be the "French Cancan" !!
The Moulin Rouge is located in the Butte Montmarte neighborhood, which is sort of best described as the half way point between street level Paris and the top of Monmarte. Although it wouldn't exactly be classified as seedy, it's not really one of Paris's nicer neighborhoods either. It's safe enough for one to walk from the Metro station to the Moulin Rouge but it would still be wise to take precautions in securing personal belongings from the happy hands of pick pockets before venturing onto the streets in the area. These days, the Moulin Rouge still does its revue a couple of times nightly, mostly to the accolades of tourists. If you want to see the show, book early. It tends to sell out well in advance. For entertainment reservations only, be prepared to pay between $110-$125 American per person. If you're interested in enhancing your experience with the available dining options, it will set you back approximately $180-$220 American per person, depending on which of the menus you select. It's also worth noting that the Moulin Rouge is not the only revue of its type on the block. There are actually several Cabaret type theaters in the area, so if you have trouble getting a reservation at the Moulin Rouge but really want to see this type of show, try one of the neighboring venues.
Unless you are an artist, you dress casually for the show. No need to dress up and put on a suit or formal dress, a correct pair of jeans will do. The vast majority of people are tourists, and unless you put on some fancy outfit, you will go unnoticed.
One the front was a big windmill and the dancers did shows that showed legs, ankles, and they did the "can can." In a time when it was bad for women to show an ankle these dancers and dances were considered obscene.

Moulin Rouge was a famous French cabaret, which was founded in 1889. The star of the show was called "Sparkling Diamond." She was known for putting on a very classy act. However, there was another group of dancers known for putting on a little bit of a trashier show. They played off of the name Sparkling Diamond, and in contrast called themselves the Diamond Dogs. Out of the Diamond Dogs, there were four known for putting on especially lower class shows, and they were known as "The Four Whores of the Apocalypse." There was later a David Bowie album by the same name that paid tribute to the Diamond Dogs.
for the cabaret room: 850 people (seated for diner + show) there are also a theater room and the "salon Mistinguet" which can accomodate many more people. For further details (in English), follow the link: http://www.moulinrouge.fr/html_gb/services_sommaire.htm
