These filters are not the same. First and foremost, an oil filter filters clean out all of the gunk that your engine picks up before it can mess up the internal engine components. Basically it cleans the lubricant that keeps your engine running smooth. A fuel filter cleans out any buildup in your fuel system that goes through your fuel lines before it hits the injectors. It keeps your injectors clean among all of the other fuel system parts.
If you think that you are having issues with one of these here is how you can tell..
If your engine seems to be getting louder or you start to hear a knocking sound, change your oil or add more oil asap.
If you try to start up your car and it sputters a bit and then try to step on the gas and get A LOT of hesitation.. try the fuel filter first.

Also, make sure that at some point when you do work on your vehicle that you replace the fuel filter. The manual should tell you how often to do so, for my vehicles it is ever 50,000 miles. IF you use cheap gas you will need to replace it sooner.
