nope but you can hack or if you have a friend who works at Bungie he could give it to you. Also, you can now get Recon armor by completing all of the Vidmaster challenges in Halo 3 and Halo 3: ODST and then going to Bungie.net to unlock it.

How do you hack a halo game?
To boost on Halo 3 or Halo 3 ODST, you must change your language to anything that your not using right now. Have a friend join your session and he'll be on the other team. That way you can get infinite XP. :)
How do you turn into the Oracle on Halo 2?
you can only play as the oracle in Halo 3, but I get your drift. the oracle is a small floating orb, that can get rid of weapons on a place (I think only in multiplayer) and also can make vehicles fly out of the sky and can control where they go, and one of the only ways to kill it is with a rocket launcher or a lot of luck. If you want to know how to turn into it, just fool around with the directional arrow key thingies on the left of the controller.
