That sounds like the water in fuel drain valve. It would probably only be available from either a Dodge dealer or a Cummins truck shop.

What is the box called that is located on the fuel line were the gas fumes go?

It's most often called a "carbon canister" or "Vapour trap". Basically, it's full of activated carbon, to that it traps and retains fuel vapour escaping from the fuel tank. When the engine is running fresh air is drawn through the canister, and into the inlet tract of the engine, burning off the fuel vapours. This both increases fuel efficiency (marginally) and reduces hydro-carbon pollution than contributes to photochemical smog.
