Yes - Due to the hardships in America economically, people can't afford to keep their pets. but, unfortunately, people abandon them on the street or the woods before taking them to a shelter or putting an add up for a "for sale" dog or even "free to good home". As long as we suffer, the rate of abandonment will continue to rise.
About 2 million animals a year are abandoned.
