It was golden not because of Pericles but because of the gold Athens mulcted as taxes from the 200 Greek cities of its empire. This money bankrolled the Golden Age, which came to an end when Athens lost this empire and its gold.

Pericles did not reign, he established a democracy of which he was one prominent leader. He established an Athenian empire on whose proceeds Athens could afford to live high on the hog and develop culture, but it also led to the disastrous Peloponnesian War which Athens lost, and with it, its empire, becoming a second rate city-state.
