Scientists make observations.
Scientists make observations to help them make a hypothesis or collect data during an experiment.
Making a hypothesis is to use your knowledge to come with with an answer or explanation as to what will happen. So a hypothesis is an educated guess.
That is progress, you start with a hypothesis, e.g. the moon is made of cheese, then it is tested by experiments to see if it's right. If the experiment says it's wrong, that is something that does not have to be tested again.
Based on things, they use everything. Scientists observe then say what they think.
