I can't say definitively, but it looks of concern. I would not recommend using it.
It appears to be a site for applying for jobs, however some of the jobs seem to be at fantastic rates of compensation. Others seem to be romance scams, where one can hire a "secretary" from overseas.
There are foreign language sites in Cantonese and Tagalog that speak of it being a scam for gleaning people's personal information, or complain of deceptive practices, but I don't know the specifics.
Given the number of reputable employment finding agencies there are, this one should probably be avoided.
