I disagree. Otters can be very dangerous and aggressive. They are not timid and will attack humans. Just today someone was attacked by an otter that appeared to be swimming away and then turned around and rushed up on the shore and bit a mans ankle causing serious injury. A Florida Otter can rip your face off.
