Yes, it was removed during a large part of the Soviet Union times, but it is now restored as the nations lower house in a two house system. 'Duma' means 'thought' so the naming was appropriate.

The lower house, Duma, has the Duma Building in Menage Square. The upper house, Federation Council, meets in the ex-Gosstroy building at #26, Bol'shaya Dmitrovka Street. The Russian White House was the Supreme Soviet (unicameral parliament) home from 1981 to 1991 and the first Russian Republic parliament building till the constitutional crisis in 1993 when it was damaged by tank shells. It is now the offices of the Prime Minister and the executive branch of Russia while the Kremlin is the President's office and home.
The name of the parliament building is the Federal Assembly of Russia. The Duma is it's lower house, which is often mistaken for the entirety of the parliament. The Duma is probably the term you are looking for.
