There is no information that can be found that states a speech in Davos, Switzerland is by Herb Meyer. Davos is a town in Switzerland.
Herb Meyer actually responded directly to me in response to an inquiry I had made to his publisher about the aurthenticity of this speech. The piece circulating on the Internet is not a hoax, but neither was it delivered at Davos. Meyer has never spoken at the Davos Conference. Rather the "speech" is a 10 page summary by an attendee, the identity of whom is unknown to Meyer, who attend Meyer's lecture on What in the World is Going On. In Meyer's own words, "Simply put: I am indeed the author of this speech. The summary you've read was written by someone other than me, and while it's incomplete it's accurate. So if you want to pass on the summary to other people, that's perfectly okay with me."
He is a boy that performed the speech "Miralce", from the movie "Miracle on Ice". He is about 5 years old and travels all over performing the speech. The original person to present the speech was Herb Brooks. This is the video of him performing the speech: http://www.youtube.com/watch?v=2CdJTfGiRCI
