Article I, Section 3 of the Constitution states,
"The Vice President of the United States shall be President of the Senate, but shall have no Vote, unless they be equally divided."
So technically, the Vice President has the duty to preside over the Senate, but this is not nearly as glamorous or powerful a job as it sounds. The President of the Senate merely rules on points of order and keeps deliberations going smoothly. Typically, the VP does not do this, and the job is generally reserved for freshmen Senators so that they can learn the rules of the Senate and parliamentary procedure.

∙ 13y agoThe Vice President of the United States is also President of the U. S. Senate. However, the Senate log ago precluded the VP from exercising any real power in the chamber. The VP does little more than gavel the Senate to session. The Senate Majority Leader (and to some extant, the Minority Leader) is the most influential member of the body. Especially if the Majority Leader can convince at least 60 Senators to back his agenda.
