In larger urban centers, like Mexico City, although the water has been chlorinated, the infrastructure is so old (dating from the early 30's in some places) that for all effects the water has the same quality standards as if you had extracted it directly from a well or river. The best option is to drink bottled water (this is highly recommended by anyone who has been in Mexico, unless you want to suffer the effects of "Montezuma's revenge").
