It could be or more likely it could be loose or the fluid level could be low.
But the cute one is current Rovers and old Fords can wine just because they are built that way.
Its either because you are low on fluid and need more or the pump could be going bad. If its low on fluid the whining noise is the air in the lines.
Your power steering has a problem. It could be a broken part, or you may need a whole new set-up.
i have heard that noise and I believe it is coming from the body frame connection and i also heard that u can get a kit to eliminate the noise. Ed

After bleeding the power steering the pump may make a noise because there isn't enough power steering fluid in it.
Could be a bad CV joint or something to that nature.depends on what kind of noise it is

What kind of car? It could be the horn shorting out? or another electrical issue with blinkers, etc. Can also be the power steering resivoir is low of fluid.
Bad wheel bearing (Cv joint)? Bad tire - try moving it to another location on the vehicle and see if noise changes
